Of course it does. So does the government of France, the UK, the USA, and every other totalitarian state (a.k.a. EVERY state) in the world.
Words convey thoughts that often lead to ACTIONS, especially of the type that are anti-totalitarian state.
The world’s governments are well aware that the people under their oppressive rule have had efuckingnough and are making that clear through “words” followed frequently by actions. They’re terrified of the people they rule, as well they should be.
