If a cemetery sells you a grave plot, they're usually just selling burial rights — you don't "own" the land. But this isn't true everywhere.

long as you’ve got title to the real estate, haven’t signed anything outlining any stipulations for your use of it whatsoever, and the cemetery is in a no-zoning, no-building-codes sort of place, you’d have the right to camp or even build a shanty there.
It’d be the smallest, cheapest plot of land you could probably buy. It might take some real research to find the right cemetery, but I suspect that a motivated person could pull this off — in theory.
