Hastily-written laws sprout all sorts of unintended consequences. According to “The War on Demon Rum”, a book about the events leading up to Prohibition, one city passed a law that only hotels could serve liquor. Not wanting to go out of business, every bar added the legal minimum of ten guest rooms of the legal minimum size of eight feet square and became a “hotel”.
Then they thought, what shall we do with these unoccupied rooms, now that we have them? Our customers don’t need rooms to drink in. And thus the new law led to a boom in prostitution!
