When they used to talk about the trucks not rolling, it was because of a strike or other direct action. But if a trucker cannot make a profit he also will not roll. Good lord are they screwed.

Contracts can be written to allow for changes in fuel prices. At least, truckers can always get a load leaving California. That is a real problem with the Northeast and Florida.

In the past, California was getting so restrictive over trucks that it was proposed that CNG powered tractors take over trailers at the border and return loaded ones destined for out of state. That didn’t happen.
I understand that something similar works for New York City.
