I think what you want is the peace set up by Alexander I at the Treaty of Ghent in 1814. It stopped all major European war until WWI. Basically, what is needed is for all the parties to sign on to it.
I don’t think we can bring back the Romanov Czars or the Ottoman Sultans.

Dear God, why would we WANT these troublesome places (unless they have natural resources for us to exploit)? For those that offer nothing of value to the civilized world, simply isolate them. Cut off all diplomatic ties with them, refuse to let their vile people into the civilized nations (and expel those already here), and simply let them wallow and fester in their own misery and dysfunction. If they start causing trouble for the civilized world, just annihilate them.

I was thinking of Europeans, not Americans, in terms of their colonies; I forgot about the Philippines, Cuba, etc. 😉
Africa is rich in natural resources, and if the Africans could be lifted up to a level where they can self-govern effectively, they could then profit from their immense wealth. They cannot at present, so they remain poor. Maybe they never can. But the Europeans never got the chance to effectively try.
Right now, nobody other than a handful of rich multinationals, esp. the Chinese, are profiting from Africa’s enormous natural resources wealth. Certainly, other than dictators and corrupt government officials, no Africans are.
